摘　　要：在区域共同电力市场环境下,考虑跨省交易的能耗评估提出了区域节能市场模式以及该模式下的省级电网随机规划购电模型,将节能降耗工作的开展从省内市场扩展到了区域市场。首先,构建了区域节能市场交易模式。其具体包括区域市场跨省交易的基本流程、省级电网跨省售电能耗水平的申报方法、跨省交易边际能耗水平的确定方法以及跨省交易节能效益评估指标。然后,在所建的区域节能市场模式下,考虑跨省交易电力与电量确定的函数关系以及市场电价、绿色能源生产、负荷需求等随机因素,构建了考虑跨省交易能耗评估的省级电网随机规划购电模型。最后,算例仿真表明了所提的区域节能市场与购电模型的有效性。In the environment of regional common electricity market and considering the assessment on energy-consumption in trans-provincial transaction,a regional energy-saving market mode and stochastic programming power purchasing mode for provincial power grid under such a mode are proposed,thus the energy conservation and consumption reduction are expanded from intra-provincial market to regional market.Firstly,a trading pattern for regional energy-saving electricity market is constructed,in which the basic flow of trans-provincial transaction in regional electricity market,the method to declare energy consumption level of provincial in trans-provincial electric power selling and the method to determine marginal energy consumption level in trans-provincial transaction as well as indices to evaluate energy-saving effect from trans-provincial transaction are included.Secondly,under the constructed trading pattern of regional energy-saving electricity market and considering the functional relation between the determination of electric power and that of electricity quantity during the transaction and such stochastic factors as market price,green energy generation and demand of load,a stochastic programming power purchasing model for provincial power grid,in which the assessment on energy consumption in the trans-provincial transaction,is built.Finally,the effectiveness of the proposed regional energy saving electricity market and the built power purchasing model are verified by results of the simulation based on basic power purchasing data of a certain provincial electricity market from regional electricity market in June,2010.
