政府规制失灵对制药产业技术创新的影响研究

摘　　要：鉴于目前我国制药产业技术创新严重不足的现状,剖析政府规制对制药企业技术创新的影响,利用博弈分析方法研究政府规制失灵对我国制药企业技术创新决策的影响。结果表明,政府规制失灵是导致我国制药产业技术创新不足的重要原因,并通过实证分析从新药规制的角度印证这一结论。提出从完善药品规制体制和加强对政府规制机构的监管两个方面出发,来防止政府规制失灵,促进制药企业进行技术创新。In view of the pharmaceutical industry present situation of a serious shortage of technical innovation, the paper analyzes the government regulation how to influence the pharmaceutical enterprise technology innovation. With the method of game analysis, the paper study the failure of government regulations impact on the decisions of technology innovation. The result shows that the failure of government regulations is the result of technical innovation shortage in the pharmaceutical industry. Based on above ,the paper puts forward some measures to prevent government failure so that to promote the pharmaceutical enterprise technology innovation.
