摘 要:政府绩效评价在我国已经开展多年,实践界与理论界都在热情参与。组织模式作为政府绩效评价研究的基础问题,尚无操作化定义,难以从本质上区分各种政府绩效评价活动。经过对主要研究人群的划分,代表性实践活动的选取,并对其进行心象的观察与总结,最终得出政府绩效评价组织模式的概念,其结构包括结构要素、组织流程和评价方式方法与实施。并通过该操作化定义,从政府绩效评价模式选择、元评估等角度展望未来研究。For many years the government performance evaluation has been brought to practice, which attracts attentions and participants from the theoretical as well as the practical aspects. As a basic research question of government performance evaluation, there is still lac- king of an operational definition for its organizing mode, as makes it hard t~ distinguish various government performance evaluation mod- els. This paper bases on sorting the related researchers and representative practical activities, conducts observation and summarization of mental image, and finally suggests the definition of organizing mode for the government performance evaluation. From our perspective the organizing mode includes structural factors, organization processes and evaluation practices. Furthermore, in addition to the operational definition this paper exams the research prospect from the angles of government performance evaluation model selection, mata-evaluation etc.
