国外政府信息再利用制度及其对我国的启示

摘　　要：政府信息再利用日益成为世界各国政府关注的热点问题,各国普遍认识到政府信息所带来的巨大经济与社会效益。文章在介绍政府信息再利用的含义、范围及方式的基础上,总结了国外发达国家政府信息再利用的成功经验,分析了我国在政府信息再利用过程中存在的问题,提出建立完善的法律保障体系、建立统一的协调机制与协调管理机构、建立市场化竞争机制、确定合理的收费模式等措施,以加快我国的政府信息再利用进程。Government information reusing has become a critical problem every country around the world pays close attention to. Based on introducing the implication, range, patterns of government information reuse, the article summarizes the successful experience of foreign governments in government information reuse, analyzes thoroughly the existing problems in Chinese government information reusing, and finally puts forward the measures such as setting up improved legal guarantee system, unified coordination mechanism and coordination or- ganization, market-oriented competition mechanism, reasonable charging systems and so on, thus to quicken the process of government information reusing in China.
