摘 要:通过构建经济增长与碳排放脱钩状态的Tapio分析模型,研究了北京地区1999年-2008年经济增长与碳排放的脱钩关系.分析结果表明:北京地区2001年和2002年呈现经济增长和碳排放的强脱钩,2004年为扩张性耦合,其他各段时间都属于弱脱钩状态.呈现这种状态的主要原因是北京地区以第三产业为主的产业结构,以及较高的能源效率.此外,结合中间变量分析可以得到,北京地区经济增长与碳排放的脱钩主要是经济增长与能源消费脱钩的结果,减排技术并没有发挥太大的作用.据此,提出,应加强政府的控制力度,不断加强新能源的开发,提升可再生能源的利用率,大力发展碳金融市场.By building up Tapio analysis model between the economic growth and carbon emissions, this paper studied the economic growth and carbon emission decoupling of Beijing among 1999 - 2008. The results indicate that Beijing region got the stronger decoupling during the period 2001-2002. In 2004, it was expanded coupling and other time belong to the weak decoupling. The reason why Beijing reflects this state is the industrial structure to the tertiary industry, as well as higher energy efficiency in Beijing. In addition, combined with the intermediate variables analysis, we obtained that economic growth and carbon emissions from energy consumption and economic growth is the main result of the decoupling and demission reduction, technology did not play a important role. Accordingly, following suggestions was put forward, the government should strengthen the emission control , encourage the development of new energy sources, improve the utilization of renewable energy source and vigorously develop the carbon finance market.
