摘　　要：在矿产资源开发中所用耕地的占用及开发上,借鉴地票制度,将矿产开发与耕地保护结合起来。建立矿票交易平台和交易中心,设计严密的矿票交易制度,使矿产开发后的荒废弃地地开垦具有较强激励,占用耕地和开垦荒废矿用地成为矿票制度下具有制度保证的良性循坏过程。In the exploitation of mineral resources are used in the occupation of the cultivated land and development,the beneficial to ticket system,will mineral development and cultivated land protection together.Establish mineral ticket transaction platform and trading center,the design of the tight trading system ore ticket,make mineral development after the break to waste lands with strong incentive,occupy cultivated land reclamation and waste to be mine ore ticket system has the system guarantee of the virtuous cycle bad process.
