摘　　要：现代民族国家产物的跨界民族,对于民族国家边界的形成与边疆治理具有重要意义。跨界民族成员国家公民身份的建构既是民族国家的基本特征,也是实现民族认同到国家认同的基本方略。在跨界民族成员国家公民身份建构过程中,政治法律、文化心理与公民文化途径被普遍采用。在全球化背景下跨界民族成员的公民身份面临着族性张扬、参与困境与权益维护等挑战。The cross-border Ethnic groups, emerged from modern Nation-States, have significant meanings to the sha- ping and the administration of the borders of the latter. The construction of the national identities of the cross-border ethnic groups is the basic feature of the nation-state, as well as the primary policy to realize the ethnic identification, and further- more the national identification. Laws, cultural psychology and citizen cultural tracks were widely borrowed for the con- struction of the identity of the cross-border ethnic groups. Challenges such as the expression of ethnicity, the dilemma of the participation and safeguard the rights and interests are confronted with the background of the globalization.
