摘　　要：如何协调大型火力发电机组的安装和调试关系 ,保证机组调试和试运的进度 ,一直以来是相当棘手的问题。为此 ,引进一种新的管理办法———系统安装完成移交调试的管理过程 (以下简称STOCC) ,以便更有效地对整个安装和调试过程进行进度管理。并且为了推广应用 ,介绍了沙角C电厂工程实行STOCC管理的经验以及国产机组工程安装引进STOCC管理的具体做法及产生的效果。It has been a knotty problem to coordinate the erection and commissioning of large thermal power units and to guarantee the progress of commissioning and trial operation. Therefore a new management method, the System Turn Over Commissioning Certificate (STOCC), is introduced to control more effectively the schedule of the whole erection and commissioning process. The experience in applying STOCC management to Shajiao C Power Station project along with the practice and results of the same on erection of China made units are described.
