中国文化管理体制:性质变迁与政策意义

摘　　要：我国现代公共文化服务体系与传统文化事业体系既有联系,又存在重大区别。现代公共文化服务体系基于"市场配置、公开竞争、契约管理"这三大基础上,由此形成了"资源跨体制流动、身份弹性管理、契约竞争"三大特征。传统文化事业体系立足于"计划配置、干部任命、专业技术"这三大基础之上,由此形成了"资源体制内循环、身份刚性约束、行业壁垒"三大特征。在我国改革转轨的过程中,区分现代公共文化服务体系与传统文化事业体系的性质差异有助于明晰当前我国公共文化服务体系的制度设计思路,建立科学的公共文化政策基准。The public cultural service system and the state cultural institution system are related to each other on one hand,and different from each other on the other hand in terms of theoretical basis,organizational structure and functional system.The latter,based on the 'planned allocation,appointed cadres,and exclusive technologies',makes itself characterized by 'inside-system circulated resources,rigidly-restricted identities and distinctly-separated sectors'.The former,based on 'marketed allocation,opened competition,and contracted management',makes itself characterized by 'cross-system circulated resources,flexibly-managed identities,and contract-based competition'.To distinguish these characteristic differences,in the process of transforming the state cultural institution system into the public cultural service system,will be useful to clarify the reason of public cultural policy,building a scientific policy-making system.
