摘 要:政府购买公共服务自西方国家诞生以来,已经超越意识形态,成为国际趋势。该制度20世纪90年代进入中国,逐渐成为我国部分地区的政府改革思路之一,取得了一系列的成效。但是,正如一个硬币具有正反两面一样,如今政府购买服务制度在项目运作中也面临困境:监管制度不健全,评价监管体系缺失,政府工作的错位导致监管不到位,等等,都成为制约政府购买服务制度发展的瓶颈。针对这些问题,创新社会组织监管体制与机制,评估监管体系,建立横向监管机制,改进对政府相关部门的监管等是当下比较可行的路径。Since the birth of government procurement in Western countries, government procurement has gone beyond ideol- ogy, and become an international trend. Introduced to China in the 1990s, the system has gradually become one part of our coun- try's government reform, and made a series of achievements. However, just as a coin has two sides, the government procurement also faced difficulties in the operation: inadequate regulatory systems, the lack of evaluation and regulation system, and the dislo- cation of government work have become the bottleneck in the development of the system of government procurement services. In response to these problems, it is feasible to innovate social organizations' supervision system and assessment and regulation sys- tem, establish an horizontal regulatory mechanisms, and improve the supervision of relevant government departments.
