摘　　要：英国不仅是公共服务广播的发源之地,而且也是世界公共服务广播的发展典范。尽管20世纪80年代以来媒介环境的急剧变迁造成了世界范围内公共服务广播的衰弱,但是它做公共服务成功的历史经验无疑是值得我们借鉴和参考的。采用历史文献分析的路径,考察被学界所忽视的英国公共服务广播的发展思潮,探讨它是"如何做公共服务的"这一重要问题具有重要意义。从思潮的角度去分析和探讨该问题,不仅可以让我们看到公共服务广播发展的另一种景观,从根本上把握公共服务的核心价值理念和基本精神,而且有助于为我国广电媒体解决当前公共服务存在的问题提供启示和经验。The public service broadcasting was originated in UK.What＇s more,its PSB is a model in the world.Despite the rapid changes of media environment since the 1980s caused the weakness of worldwide PSB,the successful historical experience of British PSB is no doubt worth of our learning and reference.The paper adopts a way of historical literature to examine the developing climate of British PSB neglected by scholars and to explore ＂how does it public service？＂ The analysis and discussion of the problem from the perspective of climate,not only allows us to see another landscape of PSB,fundamentally grasp the core values and basic spirit of public service,but also helps to provide the inspiration and experience for China＇s radio and television media solving the current problems of public service.
