摘 要:二噁英为髙毒、痕量排放和存在的非故意生产POPs,其排放削减是环境污染控制领域的重点和难点。通过分析美国、欧盟、日本等发达国家的二噁英减排历程、措施和效果发现,建立准确、动态的二噁英排放源清单,制定完善、针对性强的法律、规范、标准体系,采用科学、合理的二噁英污染控制技术是发达国家成功减排的必要手段。其中,二噁英排放清单是科学制定削减控制措施的基础,也是我国当前二噁英减排工作的首要任务。Dioxin is an unintentional generation of POPs which is characteristics of high toxicity, trace emission and presence. Dioxin emission reduction has become very important while difficult key areas in field of environmental pollution control. The author reviews and examines the progress, measures and effects for dioxin reduction in the United States, the European Union and Japan. The results find the imperative means for dioxin emission reduction in developed countries include generation of accurate, dynamic dioxin emission sources inventory, formulation and implementation of comprehensive and stringent environmental laws, rules , standards system, innovation and appli- cation of sound and efficient dioxin pollution control technology. Wherein, dioxin emission iventory generation forms the basis of dioxin emission reduction and control measures. Thus, the paper concludes dioxin emission inventory generation becomes the urgent task for dioxin emission control in current China.
