国际低碳经济合作的制度陷阱与中国的对策分析

摘　　要：从全球化的角度,分析了由于气候变化而促成全球一致行动以构建国际低碳经济合作体系的尝试,肯定了制度因素对缓解气候变化与低碳经济发展的重要影响,但也指出这种趋同化的倾向有可能会落入制度陷阱。面对温室气体排放的外部性,以及西方国家所规划的国际低碳体系倡议,中国如何根据本国的现实情况,解决好经济发展与环境保护的问题,积极参与国际低碳经济体系的规则制定,增加自身的话语权,需要有相关的制度安排与政策工具的分析。This paper analyzed the global concerted action to build international low carbon economic coopera- tion system, due to the perspective of globle climate change, affirmed the important impact of institutional factors on the mitigation of climate change and the development of low - carbon economy, but also pointed out that such con- vergence tendency might fall into the institutional trap. In the face of greenhouse gas emission externality, and the western countries initiative plan to form an international low carbon system, China how to solve the problems of economic development and environmental protection rnlemaking , increase its discourse right, should , and actively participate in the international low - carbon economy be according to its reality and analysing of its institutional arrangements and policy instruments.
