摘　　要：国家数字图书馆工程、全国文化信息资源共享工程、送书下乡工程、数字图书馆推广工程等图书馆公益性文化工程建设中的版权授权,以约定授权为主、法定授权为辅。面对诸多问题,图书馆可以从宏观、中观和微观三个层面来努力寻找对策。Authorization of copyright in the National Digital Library Project, the National Cultural Information Resource Sharing Project, the Rural Farmer Service by Offering Books Project and the National Digital Library Promoting Project gives priority to agreement authorization and takes statutory authorization as complement. Facing with many problems, libraries can seek some countermeasures from the three levels of macro-level, medium-level and micro-level.
