摘　　要：整体推进省域大学特色发展,是提升省域综合竞争力、解决当前制约高等教育发展诸多问题、推进大学个体特色发展的重要途径和手段。作为一定时期省级行政区划内以推进不同层次类别大学特色发展为目标的长远规划和宏观谋划,高等教育战略管理理论为其提供了切实可行的指导思想、管理手段和完整的管理程序模式。整体推进省域大学特色发展的政策要点,包括充分落实大学办学自主权、建立高等教育分类管理体系、构建大学特色的承载主体、建立有利于公平竞争发展的制度环境和有利于大学特色形成的教育评价体系等五个方面。The overall development of provincial universities is the key to promote the provincial comprehensive competitiveness, to solve the current problems that prohibit higher education development, and to promote universities to develop in their distinctive ways. The theory of higher education strategic management, which is long-term and macroscopic plan to enhance university characteristic development, provides feasible guiding theories, management means and a comprehensive management program mode. The overall development of provincial universities involves five essential aspects： implementing the university autonomy, establishing higher education classification management system, developing contents showing universities＇ characteristics, establishing the evaluation system that is beneficial for fair competition and characteristic development.
