摘　　要：本文分析了对口支援框架下产业重构的背景及意义;从自我恢复与外界援助、产业园区集群模式、企业主体与政府支持模式等角度总结了对口支援框架下产业重构的主要模式;分析了对口支援下灾后产业重构的政策体系。This paper analyzes the background and significance of industrial transfer and acquisition of post-disaster counterpart assistance framework;summarizes the patterns of industrial transfer and acquisition of counterpart assistance framework from the perspective of transferring new agricultural technology, constructing industrial park and carrying out docking investment;puts forward the approaches of industrial transfer and acquisition of counterpart assistance framework,which is attracting investment into the park to enhance the effectiveness of industrial parks,undertaking selective transfer of industry to upgrade industrial structure of disaster areas,relying on industrial parks to positively develop exportoriented industrial clusters,developing productive service industry to promote the sustainable development of industrial clusters;this paper considers that the policy system of industrial transfer and acquisition of counterpart assistance framework is very important, from the operational perspective the focal point is the introduction and implementation of enterprise assistance policy,land support policy,talent support policy,and science and technology support policy,and then we put forward some related suggestions.
