摘  要:城市区域火灾风险评估是科学地进行城市消防规划和消防力量部署的重要参考依据。该研究在风险准则和致因分析的基础上,确立风险评价准则,建立了多层次城市区域火灾评价指标体系。同时,利用地理信息系统强大的数据处理能力与空间分析功能,采用模糊综合评价方法建立了基于GIS和FCA的城市区域火灾风险评价模型,并利用该模型对某市高新技术开发区进行了火灾风险评估,确定了区内各单位的火灾风险等级及空间分布,为后续的区域消防规划和管理提供了重要参考。Urban regional fire risk assessment is an important foundation and reference for the fire fight planning and geographical distribution. According to fire risk division criteria and causes analysis, in this paper, a risk assessment rule and multi-layers evaluation index system are established. Meanwhile, an urban regional fire risk assessment model is constructed on the basis of Fuzzy Comprehensive Appraisal method. A GIS system is designed to support the evaluation by its powerful functions of data management and space analysis. This new system was applied to evaluate the fire risk of a High-Tech Industries Development Zone in one city. According to the assessment result, the fire risk rank and spatial distribution was distinguished. This system provides the important reference for the realization of scientific management in the urban disaster prevention and alleviation, and it has an important contribution to harmonic development of our society.
