民营经济“主体”化是西部民生的制度保障

摘　　要：西部大开发战略为实现西部经济社会的跨越式发展、进一步改善民生创造了历史发展机遇。把握这一历史机遇,要进一步发挥民营经济作为西部经济社会发展战略重心的特殊作用。民营经济"主体"化是西部民生事业的所有制保障。要利用当前的大好形势,实施西部的民营经济主体化战略,即优先发展民营经济,促进形成民营经济与国有经济的平等地位,为进一步推进民生工程提供所有制保障。The strategy of western development in China is a historic chance for realizing the leap-forward development as well as improving the people＇s livelihood standard. To grasp this historic opporttmity we need to further put the private economy in the role of the strategic focus. The private economy “Subject” is the protection of western people＇s livelihood in China. We have to implement the strategy of private economy “Subject” under the present situation, that is say we should put private economy in priority in the development, so as to promote the development of people＇s livelihood project.
