从解决“三农问题”入手推进城乡发展一体化

摘　　要：自2002年提出"城乡统筹"以来,城乡关系的调整进入新的时期。然而,在大量的实践过程中,由于城市的经济实力和主导作用,往往表现为"以城统乡"的特征,在本质上都是建立在对农村土地、水资源、空间资源等的索取之上,其结果是产生了大量的失地农民,形成了半城市化形态,进一步加剧了农村问题。从"以城统乡"转向解决"三农问题"为先的角度,论述在中国城市化进程应注重"减少农民、建设农村和提高农业现代化水平",也就是通过高等教育、职业教育等多种方式使大部分农民城市化,同时提高留在农村的农民的素质,让农民在社会、文化与空间等多方面建设美丽乡村,并推动农业现代化、文化产业创新、第六产业经营等地方经济发展。在与城市资源互补的经济发展中提高农民收入,在均等的基础设施与社会服务设施建设中提高农村生活品质,达到实现城乡发展一体化目标。Adjustment of the urban-rural relations has entered a new period since 2002 because the central government proposed the urban and rural plan as a whole. However, in a lot of practice, as the city＇ s economic strength and leading role, often expressed as the “City exploiting rural area”, such as to obtain rural land, water resource, development spaces, etc.. It is a result there are a large number of landless peasants, some semi-urbanization areas, and further exacerbating the problem in rural areas. In this paper focus on to solve the “three rural issues” to make a urban and rural plan as a whole based on the Beijing Metropolitan Areas Planning. The paper considered that the process of urbanization in China should focus on “reducing farmers, construction of rural and improve the level of agricultural modernization”. It is said that most farmers entered the urban areas mainly through higher education, vocational education and other means, some others stay in the rural areas need improving their quality of the life style, in their social, cultural and other aspects of construction of rural space, to promote agricultural modernization, Creative cultural industries and other local economic development. Complementary with the city＇s economic development resources increase revenue in the equality of infrastructure and social service facilities in the quality of rural life.
