摘　　要：本文论述了研发枢纽城市的概念。文章认为研发枢纽城市是区域枢纽-网络结构中具有创新行为、知识扩散与商贸中心功能的城市,一个研发枢纽城市是产业集群、研发企业活跃、具有生产性和商贸性附域、具有知识城市特征的空间集合体。文章在分析与观察基础上提出在区域管理意义上,通过促进聚集、发展文化多样性、建立风险基金建设、利用企业内部网络促进网络生成等措施是研发枢纽城市发展的基本途径。文章认为在管治上,政府应通过实施外部网络战略、善待大学和发展金融服务业来构建研发枢纽城市。This paper defines RD hub city and its characters.RD hub city is the city with innovating behavior,knowledge diffusing ability and commercial center function among the regional hub-network system.It is also the spatial aggregation including industrial clusters,active RD enterprises,as well as productive and commercial peripheries with knowledge city characters.Based on the idea of management regional RD hub city that comes from the analysis and observation,the fundamental elements in constructing RD hub city are advance agglomeration,diversity of cultural characters and venture capital investment,usage the inner-net of enterprises.In governance,the government should implement external network strategy,be kind to the university and develop the financial services industry.
