摘　　要：全球气候变化已经成为世界各国关注的热点问题。作为发达国家,德国的在气候变化问题上发挥重要作用。本文在介绍德国CO_2排放情况基础上,分别从完善组织机构、实施科技计划、加强立法、重视研发、采取多种手段、加强国际合作等方面,阐述了德国应对气候变化对策措施。这对我国通过加强制度设计、加大研发、完善政策法规、提升能力、注重舆论宣传及推动国际合作等方面来应对气候变化有所启示。Global climate change has become the focus of world. As a developed country, Germany plays an important role in climate change issues. Based on the introduction of the Germany CO2 emissions, the countermeasures of climate change carried out by Germany are expoun- ded, including organization structure improvement, science and technology plan, valuing R＆D, legislation. Many measures are taken, with in- ternational cooperation strengthened. This will help enlighten China to cope with climate change by strengthening system design, improving policies, regulations and basic research, stressing organization building, perfecting laws and regulations, promoting capability, paying attention to public opinion and driving international cooperation.
