印巴参与阿富汗重建:冲突或合作?

摘　　要：南亚宿敌印度和巴基斯坦都将阿富汗视为增加各自战略利益的筹码,为此印巴两国长期在阿富汗进行对抗与争夺,这不仅加剧了阿富汗国内的动荡,使得解决阿富汗问题的地区方案难以发挥作用,而且给南亚地区安全增添变数。印度和巴基斯坦需要从地区长远利益考虑,努力将印巴矛盾与阿富汗问题脱离开来,在阿富汗重建上协同战略以发挥积极作用。Old enemies India and Pakistan have always regarded Afghanistan as a strategic card,so they have carried out an enduring and fierce rivalry in Afghanistan,All these have not only resulted in Afghanistan＇s instability and failure of resolutions to the regional problems,but also have added some uncertainties to the security of South Asia.So,India and Pakistan should take the long term regional interests into consideration,try to separate Afghanistan from the conflict between themselves,and play a coordinated role in Afghanistan＇s rebuilding.
