摘 要:基于溢油漂移扩散计算模型,预测出半封闭型海域事故溢油在不同海况下的油膜扩散路径和油膜面积的时空分布;分析不同海况下油膜扩散岸滩及海洋环境敏感区的时间,讨论溢油事故对岸滩及敏感区造成的影响;推算出溢油事故应急响应时间,结合应急处理能力中应急响应、应急船舶、围油栏数量、污油回收量等关键指标,研究溢油应急响应对评估应急处理能力的指导意义。Based on the oil spill drift-diffusion model, this paper predicts the film diffusion path and area's spatial and temporal distribution of the semi-closed waters accidental oil spill in the different sea conditions; it analyzes the film diffusion time to the beach and ocean environmentally sensitive area time in the dif- ferent sea conditions, and discuss their impact caused by the oil spill; calculate the oil spill emergency re- sponse time; Then it calculates the oil spill emergency response time. Combined with the emergency treatment capaeity, like response emergency, mergency ship, the number of booms, waste oil recovery and so on, the pa- per studies the oil spill emergency response significance to assess emergency handling ability.
