地方政府在农民专业合作社发展中的职能与推动对策——以山东省泰安市宁阳县为例

摘　　要：地方政府在推动合作社发展中发挥着重要的作用,主要承担指导、扶持和服务等职能。山东省宁阳县在合作社创建上,推动依法办社、诚信办社、民主办社;在合作社发展上,扶持合作社、服务合作社、促进合作社;在合作社提高上,宣传合作社、培训合作社、推广合作社;在合作社促进上,充分发挥村干部的领导带头作用,为我国合作经济的发展提供了借鉴经验。当前,地方政府在推动合作社发展中,应充分认识政府部门的推动作用、重视合作社教育与培训、科学落实各项扶持政策、注重对法律法规的修订和完善。Local governments play an important role of guidance, support and providing service in promoting cooper- atives development. Ningyang CQunty of Shandong Province promoted the establishment and democratic administra- tion of cooperatives in accordance with law and with integrity to set up cooperatives ; supported cooperatives fgr their development ;pubicized ,trained and popularized cooperatives to improve , served and promoted them and gave a full play to the leading role of village cadrea in advancing the development of cooperatives, all of which provided important experiences for our cooperative economic development. At present, local governments should be fully aware of the promoting functions that government departments have, attach great importance to cooperative education and training put into practice all Supporting policies and focus on revision and improvement of laws and regulations and training, puy into practice all supporting policies and focus on revision and improvement of laws and regulationsto uhimately promote the cooperatives development.
