摘　　要：数字环境下图书馆合理使用逐步向网络传播延伸,并依据合理使用四要素伸张作品合理使用权;著作权人为控制图书馆自由使用著作权作品,采取技术保护措施,结果导致图书馆合理使用的范围呈现萎缩的趋势。图书馆伸张合理使用新诉求:法律规定规避技术措施新的例外,有针对性地修改数字权利管理系统,将有效保障图书馆合理分享著作权利益。In the digital environment, the library gradually extends its rational use to the network, and promotes the fair use rights of works based on the four dements of rational use; the copyright controls also restrain the rational use of the library. The library provides new exceptions to the techno- logical measures legally, and modifies pertinently digital rights management system, in order to safeguard the library＇s reasonable share of copyright interests.
