摘　　要：文章阐释了农业科技创新体系的内涵、结构与特点,分析了当前农业科技创新体系存在的主要问题,如科技资源配置不合理、产学研缺乏必要的协作、基层农技推广机构运行乏力等,并针对这些问题提出了构筑新型农业科技创新体系的对策,如对省、市(地)、县三级农业科研机构进行职能定位、加强"产学研"的有机结合、建立健全农业科技推广服务体系、转换科技运行机制、增大农业科技投入力度等。The basic connotation,structure and characteristics of agricultural science and technology innovation system were explained in the paper.The main problems of agricultural science and technology innovation system were pointed out,such as imperfect technology resource allocation,lack of industry-university-research combination,ineffective grassroots agricultural extension agencies,etc.Aimed to these questions,some countermeasures for building a new agricultural technology innovation system were put forward,i.e.,defining functions of agricultural science research units of province,city and county,strengthening organic cooperation among industry,university and research organizations,setting up perfect agricultural science and technology extension system,changing science and technology operating mechanism,and increasing input of agricultural science and technology,etc.
