论地市级农科院所如何加快科技创新支撑现代农业发展——以湖北省恩施州农业科学院为例

摘　　要：文章以湖北省恩施州农业科学院为例,阐述了地市级农科院所"十一五"期间取得的成效,探讨了进一步加强农业科技创新存在的问题,如科研创新平台滞后、科研创新经费不足、科研人员待遇低、历史包袱沉重等,并针对问题提出了建设武陵山区农业科技区域创新中心、深化科技体制改革、强化人力资源建设、建好农业科技园区等发展对策。Taking Enshi Academy of Agricultural Sciences of Hubei Province as a case,achievements of municipal academy of agricultural sciences during the ＇Eleventh Five-Year＇ were discussed in the paper.Problems of strengthening agricultural scientific innovation in the future were analyzed,such as lag behind of scientific innovation platform,lack of funding for research and innovation,low payment scientists and heavy historical baggage difficulties.Countermeasures were put forward,i.e.,constructing regional agricultural scientific and technological innovation center in Wuling mountainous area,deepening the reform of the science and technology system,strengthening the building of human resources,and building agricultural science and technology park.
