Optimize the raw materials mix to increase the security of paper industry

摘　　要：国家《造纸产业发展政策》和《造纸工业发展“十二五”规划》均明确提出了我国制浆造纸工业的原料方针，即：充分利用国内外两种资源，提高木浆比重、扩大废纸回收利用、合理利用非木浆，逐步形成以木纤维、废纸为主，非木纤维为辅的造纸原料结构。Because of the slow construction of China raw materials forest base and limit supply of raw materials, tardy development of nonwood pulping limited by lag behind for the new technologies for the clean production, as well as the low recovery rate of waste paper in China, it is hard for self-sufficiency rate of raw materials in paper industry to increase, which will leads to the contradiction between supply and demand get growing. With the lack of resource supply in paper industry, the raw material will be the focus that paper industries fight for in each country. Maybe in one day, China paper industry would lose the right to price in international market of raw materials.The bottleneck problem, which refers to the security to China paper industry, has caused the alert in China Paper Association and other units. The president of China Paper Association, Mr. QIAN Gui-jing, has repeatedly appealed in CPPI to pay attention to the adequate supply of raw materials in paper industry. He pointed out that firstly, speed up the raw material forest base construction to push the build of forestry & paper integration project, strive to develop the domestic wood pulp and to reasonablely import overseas wood pulp; secondly, establish the classification standard for waste paper recovery as soon as possible to increase domestic waste paper recovery and utilization rate; thirdly, develop the clean pulping technology for nonwood fiber to utilize the nonwood fiber reasource by adjusting measures to local conditions. China Paper Association is working on striving for more national preferential policies for paper industry development, such as favorable policies for waste paper.With the industrial structure adjustment and the fast upgrade of transformation, the new situation emerged in the construction of forestry & paper integration and the new problems occurred in waste paper recycle.
