浅议地票制度运行中的农民权益保障

摘　　要：地票制度是对我国现行土地管理制度改革创新的有益探索。通过对重庆地票制度的运行现状和农民权益保护的分析,认为地票制度充分尊重农民的意愿,是集体土地使用权形式的转变,是土地所有者对土地发展权的转让,但农民的实际收益存在差异性。同时,从加大地票相关信息的宣传和公开,丰富交易补偿方式,重新测算对农民的补偿价格,逐步建立地票交易市场体系,不断完善地票交易监管制度等方面,提出在地票制度中进一步保障农民权益的对策和建议。Land ticket system is the reform and innovation exploration of current land management system. Through the Chongqing land ticket system running status and protection of farmer＇s rights and interest analysis, this article thinks that the land ticket system respects the desire of the farmer adequately, it is the conversion of collective land use rights, it is land possessors＇ transformation on the land development rights, but their actual income is different. At the same time, this article put forwards some suggestions and countermeasures to further safeguard the farmer＇s rights and interests from enlarging the ticket related information of publicity and public, riching the trading way of compensation, recalculating the compensation price for farmers, gradually establishing the market system of land ticket trade, and constantly improving the supersion system land ticket trade regulatory aspects of the system proposed.
