论制度普惠后基本医疗保险仍需注意的几个问题

摘　　要：医疗保险已经实现了制度层面的普遍覆盖,城镇职工、城镇非就业居民和农村居民分别由城镇职工基本医疗保险、城镇居民基本医疗保险和新型农村合作医疗三项制度覆盖。在制度普惠初步实现的情况下,对基本医疗保险的制度质量和实施效果进行考察将是重点。今后基本医疗保险的发展方向将是从普遍覆盖走向质量提升。The medical insurance has achieved universal coverage on the system level.Urban workers,urban unemployed and rural residents are covered by three different systems.They are the Basic Medical Insurance for Urban Workers,the Basic Medical Insurance for Urban Residents and the New Rural Co-operative Medical System.At present,to inspect the quality and effects of the basic medical insurance system will be the focus.In the future,the direction of development of the basic medical insurance is from universal coverage to enhance the quality of system.
