摘　　要：随着网络媒体的蓬勃发展,言论自由被赋予了新的理念和表现方式,但是公民在发表言论的同时可能会触犯他人的权利。加强对网络言论自由的保护和限制是现代法治发展的需要。我国对公民网络言论自由的法律保障与限制存在诸多问题,应从宪法条文重构、制定专门法律、加强司法救济等方面完善对公民言论自由的法律保障与限制。With the development of the network,the freedom of speech is given new connotation and expression mode.However,while we make free speech,we may violate the rights of others.To strengthen the protection and restriction of speech freedom on the internet is the need of the development of modern law.There exist a lot of problems about the legal protection and restriction of speech freedom on the internet.We can perfect it by amending the constitutional article,framing special laws and providing judicial remedy.
