摘　　要：为推进非税收入票据管理电子化工作,在安徽省直高校开票端和省财政管理端之间,实现数据的及时传递,全面了解安徽省直高校的开票状况,减少核销的工作量,高校非税收入专用票据电子化管理平台项目被适时提出.在项目需求分析的基础上,分别对系统的业务流程,功能进行梳理,提出该项目的整体解决方案,并采用visual Studio 2005作为开发环境,基于VB.net技术,使用Microsoft SQL 2000数据库实现了基于C/S架构的系统.系统包括收费、退费、票据管理、开票情况上报四大主要功能模块.目前,该系统已在安徽省近50所高校正式投入使用,实现预期目标.In order to make the use of non-tax revenue hill more effective and fully grasp the use of non -tax revenue bill as quickly as possible, Anhui Provincial Finance Department decided to pr,,mote tile application of non-tax revenue bill electronic management syslem ill the eolleges. This paper firstly analyzed the requirement of non-tax revenue bill management, and then proposed the overall solution of the system. Finally implemented the system based on C/S structure, which used visual Studio 2005 development environment and vb. net technology and Microsoft SQL 2000 database. It achieved the business of charges, retired, bill management, Generate reports of the use of non-tax revenue bill and so on. Currently, the system has put into use in nearly 50 colleges and universities in Anhui Province, faels have proved Ihat it has achieved ils purpose.
