西安模式高等院校科技资源统筹改革问题及对策

摘　　要：统筹科技资源是西安城市创新发展模式的重要支撑。西安作为全国统筹科技资源综合试点城市,其高等院校科技资源统筹具有一定的典型性和现实性。从人才资源、平台设备资源和科技成果资源三个方面,分析高校科技资源统筹存在的问题,并从地方财政激励、高校科技人才考核、平台设施开放共享管理和校企联盟实施执行等方面提出相应的对策。The integration of science＆technology resource is an important pinpoint for the urban development of xi＇ an model. Xi ＂an is the experimental city of overall planning science＆technology resource, and its integration of science＆technology resource in colleges and universities to some degree shows the typical and realistic value. This paper analyzes its obstacle factors from three aspects, including human resource, platform equipment resource and Sci -tech resource. At the same time, the corresponding policy suggestions are put forward, such as local financial incentives, technology personnel evaluation of colleges and universities, the open - and - share management of platform equipment, and the cooperation between academics and businesses.
