摘　　要：由于我国最初对环境资源的无偿使用,老企业占用了很多环境容量资源,导致排污权交易实施过程中出现指标来源困难的问题,致使很多建设项目无法获得排污权指标,阻碍社会经济发展。在分析排污权指标来源的基础上,提出了把污染物新增量作为排污权指标来源。把污染物新增排放量作为排污权的指标来源这不仅有利于明确总量控制下的排污权交易的指标量,更能提高各地排污减排的积极性和灵活性,还能缓解建设项目获取排污指标困难的现状。Since our initial free use of environmental resources, the old enterprises occupied a lot of environmental capacity resources, resulting in emissions trading implementation process difficult sources of indicators, resulting in a lot of construction projects can not obtain emission rights indicators, hinder socio-economic development. On the basis of analysis of the sources of emission fights indicators it was proposed to add the amount of pollutants as a source of emission fights indicators. This is conducive to clear under the total control of emissions trading indicators, to increase over the sewage emission reduction initiative and flexibility, and to ease the problem that construction project is hard to get the sewage to additional emissions of pollutants as a source of emission rights indicators.
