生态移民区土地承包及土地流转发展规模经营的探讨

摘　　要：实施生态移民,是解决贫困地区人口温饱问题、走上脱贫致富之路的有效途径,而使移民区贫困人口具备脱贫致富的手段和能力是根本目的。通过调查研究,建议对移民区承包土地进行集中流转,发展适度规模经营,实行"企业+合作社+基地"的发展模式,以此促进移民区群众逐步增加经济收入,尽快实现脱贫致富。The implementation of ecological immigration is not only an effective approach to solve the problem of adequate food and clothing for people in poverty-stricken area , but also an efficient way for them to step on the road of getting rid of poverty and becoming better off. However making the poor people in the immigration area possess the means and ability of getting rid of poverty and becoming better off is the primary purpose. Based on investigation and research it is suggested that the concentrated circulation of contracting land in the immigration area should be carried out to develop a moderate-scaled operation and implement the development pattern of ＂enterprise ＋ cooperative ＋ base＂, so as to promote the increase of economic income for people in immigration area gradually and let them get rid of poverty and become better off as soon as possible.
