摘　　要：在介绍跨国污染转移的界定及要件基础上,阐述了跨国污染转移的途径,包括大量进口别国资源、转移有毒有害物质、转移高污染型行业及转移污染产品和设备等,从国际法方面存在的问题、发达国家环境容量与国内压力、发展中国家法律法规存在的问题及发展中国家发展经济的需要方面分析了跨国污染转移的原因,并提出了有关对策。After the introduction of definition and elements on transnational transfer of pollution, the paper elaborates the pathways of transnational transfer of pollution, including a large number of resources imports from other countries, transfer of toxic and harmful substances, transfer of high pollution industry and transfer of polluting products and equipment, etc. The reasons of transnational transfer of pollution are analyzed from the aspects of international law problems, environmental capacity and domestic pressure of developed countries, laws and regulations problems of developing countries and economic development requirement of developing countries, and the related countermeasures are put forward.
