摘　　要：阐述了激励与约束机制的基本理论,分析了广播电视大学数字图书馆联盟的体系结构,以及联盟管理中存在的道德风险、成本风险和知识产权风险,提出了防范风险的联盟管理激励与约束机制及其运行模式。The paper describes the basic theory of incentive and constraint mechanism, analyzes the architecture of digital library consortium of radio ＆ TV university, as well as risks in morality, cost and intellectual property in consortium management, put forward incentive and constraint mechanism of consortium management for risk prevention and its operating mode.
