南水北调中线水源地生态移民经济排斥问题分析——以淅川县环境与经济社会发展系列调研为例

摘　　要：南水北调中线工程是有效缓解京、津和华北地区水资源短缺的重大水利工程。工程建设涉及水库移民、生态环境建设等诸多问题,特别是生态移民和补偿中的经济排斥是目前争议较多的问题。以南水北调水源地丹江口库区淅川县为研究对象,依据相关理论,对淅川县生态移民过程中遇到的经济排斥问题展开调研和论述,分析了经济排斥在淅川县移民工程中表现出的3种形式,即失业与劳动力市场排斥、补偿不科学与消费排斥、人地矛盾与生产排斥,并对存在的问题提出了解决办法。The Middle Route Project of South- to - North Water Diversion is a significant water resources project that can ef- fectively relieve water resources shortage in Beijing - Tianjin area and North China. The project involves issues of reservoir immi- grants and ecological environment construction, etc. , of which, the resettlement ecology and economic exclusion in ecological compensation are most controversial. Targeted by Xichuan County in the Danjiangkou Reservoir Area, economic exclusion issues in the course of Xichuan ecological resettlement are researched and discussed based on the related theories. It is analyzed that there are three forms of economic exclusion, such as exclusion between unemployment and labor market, exclusion between un- scientific compensation and consumption, as well as exclusion between the human -land contradiction and production. Further- more, the countermeasures of the issues are proposed.
