摘　　要：作为基层群众自治组织,居委会在社区建设中具有举足轻重的地位,因此,全国各地的社区建设都十分注重居委会的组织和制度创新。然而,居委会选举鲜有创新。居委会选举创新不够表面上是由于居民对选举的政治冷漠,深层次的原因在于居民与社区利益的低度相关和基层政府对选举的操纵。改变居委会选举困境的办法是加大社会资本投资,建立有限政府。The neighborhood committee has an important position in the community building, so the local governments across the country have paid great attention to the innovation of the neighborhood organization and system. However, the neighborhood elections lack the necessary innovation. On the surface,it is due to the political apathy of the residents. There are two deeper reasons ： one is involved with the low level of interests between the residents and the community;another is that the local governments manipulate the elections. The way to change the neighborhood committee election dilemma is invest in social capital and constructing limited governments.
