实现中国经济增长数量、质量和效益的统一

摘　　要：经济增长的最优目标是经济增长的数量、质量和效益的统一,经济增长的数量解决的是速度问题,以要素积累来实现,通过GDP增长率来体现。经济增长质量解决的是效率问题,以结构优化来实现,通过全要素生产率来体现。经济增长效益解决的是产出最大化问题,以投入产出的比较来实现,通过边际量的增长来体现。中国经济在数量快速增长的同时,存在着严重的高速度、低质量和低效益的状态,出现了经济增长的数量与质量、效益不一致的情况,在未来中国经济增长中要实现经济增长数量、质量和效益的统一。实现中国经济增长的数量、质量和效益的统一要实现一系列路径转型:经济增长的战略要从追赶型向质量效益型转变,经济增长方式要从成本外生型向成本内生化转变,经济增长的动力要从要素驱动型转向创新驱动型,经济增长的结构要从多元化转向高级化,经济增长的体制要由速度数量型体制转向质量效益型体制。The optimal goal of economic growth is unity of the quantity, quality and efficiency of economic growth. The quantity of economic growth solves the development speed. It depends on factor accumulation and is embodied by the GDP growth rate. The quality of economic growth solves the economic efficiency problem. It depends on structural optimization and is reflected by total factor productivity. The efficiency of economic growth solves the maximum output problem. It depends on proportion of input to output and is embodied by growth of marginal pro- duction. While China~ economy is developing rapidly, there is a serious high - speed, low quality and low efficien- cy state in economy. The quantity of economic growth is inconsistent. It is necessary to achieve unity in the quanti- ty, quality and efficiency of China＇s future economic growth. In order to achieve the consistent economic growth quantity, quality and efficiency, our methods should be as flows： Transform the development strategy from catching -up oriented into quality and efficiency oriented; Transform the economic growth mode from cost -exogenous into cost - cost - endogenous ; Convert the economic growth momentum from the factor - driven into innovation - driven ; Turn the economic growth structure from diversification into high grade; Transform the system of economic growth from the speed -quantity- oriented system into quality -efficiency oriented system.
