摘　　要：针对基础设施产业长期以来经济绩效较为低下的状况,以收费公路产业为例,选取2008—2010三年间五十家收费公路运营单位的面板数据,对影响利润指标的相关变量进行数理分析,确定收费公路产业的经济规模区间,并依据最小经济规模的估值对当前的规模经济水平与进入壁垒进行评价;以此为基础,进一步探究产业规模经济水平较低和进入壁垒较高的深层次原因,提出以推进民营化改革和跨行政区域合并为路径实现适度规模引入有效竞争最终提高基础设施产业经济绩效的政策性建议。This paper, based on panel data of 50 toll road business units from 2008 to 2010, through mathematical analysis of related variables which have influence on the profit index, defines the reasonable calculation range of e- conomies of scale in toll road industry firstly; secondly, level of the scale economy and entry barriers are evaluated according to the minimum effective scale; thirdly, it probes into the cause of low level of economy scale and high level of entry barriers in toll road industry, and then puts forward two policy proposals of promoting privatization reform and crossing administrative district boundary combination.
