摘　　要：Let me first of all take this special opportunity towish all our readers a happy, peaceful and prosperous year of 2013. As many of you might know, this is the very first issue of China Communica- tions being officially co-spon- sored by the China Institute of Communications （CIC） and the IEEE Communications So- ciety （ComSoc）. Both socie-ties are committed to publishing high-quality papers to pro- mote worldwide exchange in the Information and Commu- nications Technologies （ICTs） field. The new publication will provide instant access to the latest articles and papers presenting the cutting-edge development of academic re- search as well as significant technical evolution in practice. It is a new editorial policy agreed by the two societies that the editorial procedures and quality shall meet IEEE stan- dards, and published papers will appear in the IEEE Xplore and the IEEE Electronic Library packages.
