中原经济区国土资源政策体系探讨

摘　　要：随着中原经济区建设上升为国家发展战略,河南省以建设中原经济区为契机,立足省情,借鉴其他区域国土资源政策的先进经验和做法,针对现有土地矿产政策和传统管理模式等制约中原经济区建设快速推进的国土资源因素,探索中原经济区建设和发展中的资源保障问题,提出适合中原经济区建设的国土资源政策框架支撑体系,阐述其基本思路、总体要求和土地、矿产政策体系设计,同时在耕地保护补偿机制、土地调控差别化政策、人地挂钩政策等方面提出了具体的改革建议,为中原经济区建设提供更加有力的国土资源政策支撑。With the Central Plains Economic Zone Development Plan is up to the national development strate- gy, Henan Province should take this rare historical opportunity of development of the Central Plains Economic Zone as a turning point, based on the situation of the province to learn from the advanced experience of other regional land use policy and practices, directed against the current land and resources policy and the traditional management model which constraints the rapidly development of the Central Plains Economic Zone, explored and proposed land and resources policy framework and its supporting system for the central zone construction, detailed elaborated its basic idea, the general requirements and the policy system design of land and minerals, at the same time, in the aspect of compensation mechanism of cultivated land protection, land regulation differentiated policy, people and land hooked policy, put forward specific proposals for reform in order to more effectively support the central zone construction.
