摘　　要：从词源学上去考核"文明"的两个初始涵义后,作者认为,文明区分了都(城市)与鄙(乡村),"文明"的发育需靠"道德"来养成、发育和推动"都市文明";仅靠"德治"是不够的,还应该举起另一个重要的利器——"法治",新加坡乃"都市文明"的一个典型。Exploring the two initial meanings of ＂civilization＂ based on etymology, the author holds that civilization distinguishes city and village. The formation of ＂civiliza- tion＂ needs to rely on ＂moral＂ motivating development and promotion of ＂urban cul- ture＂. However, only by ＂rule of moral＂ is not enough, so that another important tool ＂rule of law＂ is eagerad. Singapore is a typical model of ＂urban civilization＂.
