摘 要:2010年黑龙江省卫生费用分配总额555.83亿元,比2009年增加了21.07%,比筹资总额少39.44亿元;2010年黑龙江省卫生费用分配总额中医疗机构所占构成达65.39%,公共卫生机构占6.46%;黑龙江省2010年卫生部门医疗机构的财政拨款占其总收入16%,城市医院的政府拨款占其总收入9.02%,县级医院政府拨款占其总收入26.03%;乡镇卫生院政府拨款占其总收入66.11%;2010年黑龙江省公共卫生机构的政府拨款占其总收入构成为78.85%。结论:黑龙江省卫生机构资源配置不合理,公共卫生机构费用构成偏低;医疗机构卫生资源集中流向城市医院。需要进行结构调整。黑龙江省医疗机构以药养医现象仍较为严重;建议强化政府投入,调整不合理的医疗服务价格结构。强化对医疗机构的监管,继续加大政府公共卫生投入。The allocation of Total Health Expenditure (THE) of Heilongjiang Province is 55.583 billion yuan in 2010, which is 21.07% higher than in 2009, and 3.944 billion yuan less than the THE calculated by financing sources. Among the allocation of THE, 65.39% is allocated to hospitals, and 6.46% to public health institutions in 2010. The financial allocations of hospitals account for 16% of total revenue of hospitals. Concretely, the government finance takes up 9.02% of total revenues in urban hospitals, 26.03% in county hospitals, 66.11% in township hospitals, and 78.85% in public health institutions. Therefore, the allocation of health resources is irrational in Heilongjiang Province. Specifically, the proportion of THE in public health institutions is relatively low, and the health resources are collected in urban hospitals too much. So the structural adjustment is needed. Besides, hospitals' reliance on drug sales is still serious in Heilongjiang Province. It is suggested that the government should strengthen the government input in health and intensify the supervision on hospitals, and adjust the irrational medical service price.
