摘　　要：社会福利是政府提供的基本公共服务之一,也是全民共享经济发展成果的基本途径之一。在我国,虽然有着形形色色的社会福利项目,但是很多人实际上没有被纳入社会福利体系的保障范围,或者所享受的福利水平不能满足其基本需求。因此,需要对社会福利体系重新审视,引入"人群维度"和横向比较的参照系,以财政资金的配置和使用为侧重点,为"全面构筑我国覆盖各类人群的社会福利体系"理清思路。The social welfare is not only one of the basic public services provided by the government, but also one of the basic ways in which the whole people share the fruits of economic development. There are a wide variety of social welfare projects in China,but there are a lot of people that are not actually incorporated into the social welfare system coverage, or enjoy the welfare level that cannot meet their basic needs. Therefore, it is necessary to review the social welfare system, to introduce the ＂population dimensions＂ and the reference frame of the horizontal comparison, to emphasize finance capital configuration and use, to manage ＂the comprehensive construction of Social Welfare System to cover all types of people＂.
