摘　　要：创新过程与创新环境具有阶层结构。文章构建了基于阶层结构的理论与实证模型,指出:(1)创新产出的增加既依赖于创新过程的科技投入、人才存量与增量以及企业所有制特征,又取决于创新环境中物质环境、制度环境与关系环境的匹配及良性发展,还依赖于创新环境与创新过程对创新产出的跨层级交互作用。(2)跨层级交互作用通过规模效应、极化效应与约束效应来影响创新产出。(3)各创新环境相互影响、交叉作用于创新产出,整体上优化了创新过程。(4)提升创新产出应实施结构化调整策略,由注重产业政策向产业政策与区域创新环境政策并重转变并加大政府在跨层级交互作用中的调节能力,对不同所有制企业同等对待。Innovation process and innovation environments are featured by hierarchical structure. This paper constructs a theoretical and empirical model based on hierarchical structure and reaches the following conclusions. firstly, the increase in innovation output depends on not only science and technology input, stock and increment of talents and corporate ownership characteristics but also the alignment of physical environment, institutional environment and relationship environment and their healthy development as well as the cross-level interaction of innovation process and innovation envi- ronments on innovation output; secondly, the cross-level interaction influ- ences innovation output through scale, polarization and constraint effects; thirdly, the interaction among innovation environments affects innovation output, and optimizes the innovation process as a whole; fourthly,in order to improve the innovation output, it needs to implement the structural adjust- ment policy, pay equal attention to industry policy and regional innovation environment policy, place more particular emphasis on the role of governments in regulating the cross-level interaction and treat equally enterprises with different ownership characteristics.
