摘　　要：提升质量是基本医疗保险的新课题。沈阳市通过建立"三库两制一系统"管理体系,对定点医疗机构的医疗服务行为和医疗费用情况进行"全程监管",有效规范了医师医疗行为,遏制了医疗费用快速增长,医疗质量监督水平全面提升。Quality promotion is a new research subject in medical insurance field. Shenyang strengthens the supervision on medical institutions by building a set of new management system, which effectively regulates the acts of doctors and controls the excessive increase in medical costs.
