摘　　要：中国企业境外投资中面临着来自政治、经济、文化等多方面的挑战。借鉴国际成功经验,境外直接投资矿产资源勘查开发需要以下保障措施:一是需要真正有效的战略规划;二是亟待出台《境外直接投资法》及配套法规;三是组建统一、高效的境外直接投资矿产资源勘查开发的协调管理组织;四是适时调整境外直接投资矿产资源勘查开发区位的投资比例;五是规范国有企业境外直接投资,鼓励支持民营企业开展矿产资源开发境外直接投资。Chinese enterprises are faced with various challenges in overseas investment, such as politics, economy, and culture, andso on. This paper offers some safeguard measures based on international successful experience. These include： real effective strategic planning is needed; the law of overseas direct investment and supporting regulations should be introduced; a unified and efficientorganization of coordination and management for overseas direct investment must be built; the investment ratio of the location should be timely adjusted; the state-owned enterprise must be regulated; and the private enterprises should be encouraged to invest directly tothe foreign countries.
