碳关税对中国出口变化评估差异的影响因素

摘　　要：欧美等发达国家在实施减排措施后面临国内产品竞争力下降以及存在碳泄露的背景下,提议征收碳关税以保证本国产品相对于进口产品的竞争优势,这将对包括中国在内的发展中国家的产品出口和经济发展造成显著负面影响。目前,国内已开展相关研究分析征收碳关税对中国的经济影响,然而由于模型设定、碳关税征收方式等假设的不同,实施碳关税对中国出口影响的研究结论差异很大。本文利用Meta方法对导致评估结论差异的各种因素进行分析,研究结果表明研究模型选择和行业分类(总体经济、高碳行业、低碳行业)是导致评估差异的主要影响因素。其中,模型选择是造成研究结论差异的最主要原因,可以解释结论差异的49.9%;行业分类的解释效力达到34.4%。如果进一步考虑模型选择与行业分类的交叉影响,两种因素的解释效力可提高到89.4%。然而,碳关税征收方式、碳关税税率对研究结论差异没有显著影响。基于以上研究结果,我们提出在今后开展碳关税的评估研究,需要特别注重模型选择与行业分类的影响。Under the background of declining competitiveness and possibility of carbon leakage, the developed countries, especially the U.S. and EU, propose to impose carbon tariffs on imported products from developing countries to keep competitive advantage. The implementation of carbon tariffs would have negative impact on export and the overall economy of developing countries, including China. At present, the numerical impact of carbon tariffs on China＇ s export varies remarkably among current studies due to different model setting, levied type of carbon tariffs and other assumptions. This paper adopts a Meta-analysis method to analyze the key factors that lead to the remarkable variations. The results indicate that model setting and industrial classifications are the main determinants, accounting for 49.9% and 34.4% of the variances respectively. If the cross term effects between the two factors are further considered, they would explain 89.4% of the variations among current studies. Meanwhile, carbon tariff rate and levied type of the carbon tariffs do not have significant impact on explaining the variances. Based on this result, special focus should be paid on model setting and industrial classifications in the future analysis of carbon tariffs.
